Accessibility
The Hochschule für Bildende Künste (HFBK) strives to make its websites accessible in accordance with national legislation implementing directive (EU) 2016/2102 of the European Parliament and of the council on barrier-free access to websites and mobile applications of public sector bodies as well as the Hamburg Barrier-Free Information Technology Ordinance (HmbBITVO) of September 10, 2019. The HmbBITVO is derived from the Barrier-Free Information Technology Ordinance (BITV 2.0 of 12.9.2011, amended on 21.5.2019).
What measures have been implemented already?
- Images that are relevant for understanding the content are provided with an alternative text.
- Pages have content-rich headings in correct outline.
- Articles are introduced by an H2 heading and are grouped.
- Bulleted lists are distinguished as lists.
- E-mail links are provided with the indication to open an external e-mail program.
The HFBK web pages are not yet fully compliant with the above guidelines.
The incompatibilities are listed below.
- The pdf files provided on the website are only partially designed to be accessible. The same applies to videos (subtitling).
- Information on content and navigation in plain language and sign language is not yet available.
- Links may be incomprehensible and are not displayed underlined.
The following content is currently not accessible, however it is exempt from the requirement under Article 1(4) of EU Directive 2016/2102:
- Third party content and documents, as these are outside the control of the HFBK.
- Archive areas that have not been updated since 2019.
- Live streaming as audio or video.
Feedback and Contact
We are constantly working to remove barriers. If barriers are encountered, content is difficult to access, or even general accessibility recommendations are violated, we appreciate being notified.

Enforcement and arbitration proceedings
If no satisfactory solution has been found even after your feedback to the above-mentioned contact, the conciliation board according to section 13 a HmbBGG can be called upon. The conciliation board has the task to support an out-of-court dispute resolution in case of conflicts on the topic of accessibility between people with disabilities and public authorities. The conciliation procedure is free of charge. No legal counsel needs to be involved.
At present, the ombudsman's office of the Senate Chancellery takes over the activities of the conciliation office, which is yet to be established.
